A four-year run ended Monday: Sheriff Brian Hess reports that Cesar Hernandez Rodriguez, 34, is in Putnam County custody, accused of sexually assaulting two women in Putnam Valley over the July 4th weekend in 2022. The account from the sheriff's office runs like this: Hernandez Rodriguez was identified as the suspect, left the country for Mexico soon after, and a Putnam County Court warrant went out in September 2022. Last week he was taken into custody in Toronto on that warrant, and the U.S. Marshals Fugitive Task Force flew him to New York, where Sheriff's Office investigators took custody at LaGuardia Airport with help from the Marshals Service, ICE and Port Authority Police.
He is charged with multiple counts of predatory sexual assault, rape, criminal sexual act, sexual abuse and forcible touching, and he was arraigned in Putnam County Court and remanded to the county jail without bail. The top charge carries 25 years to life if there is a conviction. Hess also noted two other people were arrested in 2022 as the investigation moved. The charges are accusations at this stage, and the case now belongs to the courts, which move at their own pace.

When does early voting start in Putnam?
Saturday. Putnam runs nine days of early voting before Election Day, opening Saturday, October 24, 9:00 a.m. to 5:00 p.m., at two sites: the Board of Elections at 25 Old Route 6 in Carmel and the American Legion at 10 Cedar St. in Cold Spring. Any registered county voter can use either one, and anyone who votes early does not vote again on Election Day, Tuesday, November 3, 6:00 a.m. to 9:00 p.m. at your regular polling place. Most early days run 9:00 to 5:00; two run noon to 8:00, Tuesday, October 27 and Thursday, October 29. The catch sits inside the same Saturday: October 24 is also the last day to register, so an unregistered voter's first ballot starts with a form at the Board of Elections this week, not with a voting machine.
Deputy Kevin Osika's career with the Sheriff's Office ends Friday under a disciplinary settlement that includes the loss of 60 days' pay, after his arrest last February on domestic violence charges. The 30-day unpaid suspension was the most the discipline rules allowed before charges, and Dutchess County handled the criminal case after Putnam prosecutors stepped aside; those proceedings were sealed. The wider story is who else is in it: Osika's wife is Legislator Erin Crowley, and Hess has asked the nine-member legislature to open an ethics investigation into her, alleging she pushed to keep her husband on the job and used her role to subject Sheriff's Office spending to unusual scrutiny. Nothing has been filed with the county Ethics Board, and Crowley has not commented; per the sheriff's own letter, she calls her questions legitimate fiscal oversight. The allegations are the sheriff's. An ethics review, if the legislature opens one, is where they get tested.
The rate goes down. The bills may not. Carmel's proposed 2027 budget stays under the state's 2 percent tax cap: a $28.6 million levy, up a little more than $1 million, landing $1,100 below the limit, and a tax rate 1.15 percent lower than 2026. Supervisor Michael Cazzari presented it at the October 7 town board meeting, and comptroller Mary Ann Maxwell gave the example that matters: a home assessed at $542,780 would pay about $2,171 next year, a $27 drop, if its assessed value stayed flat. Her caution came in the same breath. Assessed values around town have gone up, so the lower rate lands on a higher assessment, and a rate cut does not promise a bill cut. Expenses total $38.6 million against $9.7 million in revenue, with $258,000 drawn from reserves. The numbers are proposed, not adopted.
The weekend frost advisories are done and no watches or warnings are posted for Putnam this morning. Today turns sunny with a high near 65, tonight clears out around 41, and the week stays dry: mostly sunny 60 Wednesday, sunny 62 Thursday, 54 Friday, and 56 Saturday, when early voting opens under sun at the Carmel and Cold Spring sites. The civic item to hold onto: the county legislature's public hearing on the 2027 tentative budget is Monday, October 26 at 7:00 p.m. at the Historic Courthouse in Carmel, covered in the calendar below.
AI Corner: one plain-English AI thing, every issue
This week: turning rough notes into a hearing comment.
The county's 2027 budget hearing is Monday night in Carmel, and county hearings run the same way: sign in, wait for your name, speak when it is called. Two minutes at that microphone needs more preparation than it sounds like, and that part can go to a chat. Open the hearing notice, tell the AI what you care about in plain, messy notes, and ask for a 90-second spoken comment shaped one way: one point, one example from your own street or tax bill, one question at the end for the record. Then do the part the chat cannot. Check every figure it wrote against the notice and your own numbers, because a confident comment with a wrong number is worse than a nervous one with the right number. Bring the paper copy. Reading your own words beats improvising at the microphone.
Reply with questions; they become future AI Corners.
