The Lead: the Great Swamp gets its first full study in more than 25 years A $300,000 state-funded DEC review takes on the 20-mile wetland that feeds the Croton watershed (2 min)

The Great Swamp stretches about 20 miles across Putnam and Dutchess, some 6,000 acres of wetland that filters and stores the water feeding the Croton Reservoir system. State Senator Peter Harckham secured $300,000 in the 2026-27 state budget for a Department of Environmental Conservation needs assessment and conservation study. The swamp has not had a comprehensive study in more than 25 years, and the review is expected to weigh climate effects and the status of threatened species in the wetlands.

A study documents and recommends, and it does not fix anything by itself. The people who know the swamp said as much. Patterson Supervisor Richard Williams credited the funding while pointing out that earlier conservation work transformed the swamp, as the American Red Maple floodplain forest he remembers has given way to a series of beaver ponds that create new problems to manage. Southeast Supervisor Joseph Castellano wants the review thorough and transparent so the concerns of local residents are fully considered. If a management plan follows, this study is the document it will stand on.

The questions Putnam searches this week, answer first, source after.

Why was Route 6 stop-and-go through Carmel and Southeast on Friday?

State DOT crews repainted the traffic lines along Route 6, and the routine job snarled the corridor from Carmel through Lake Carmel, Brewster and the rest of Southeast. Mid Hudson News timed a drive that normally takes 12 minutes from the Putnam Courthouse in Carmel to Main Street in Brewster at about an hour at mid-afternoon, with hundreds of vehicles caught in the backup. Drivers hunted for alternate routes until the secondary roads congested too, and the crew's brush trimming along the same road added to the slowdown.

What is the Grappler the Putnam County Sheriff's Office used in Patterson?

A pursuit-intervention tool built to stop a fleeing vehicle safely, and Putnam deputies used it for what Sheriff Brian Hess reports as the first time in New York State. The chase began with a report of power tools stolen from the Tractor Supply on Route 311 in Patterson, ran onto Interstate 84 westbound and the Taconic State Parkway, looped through East Fishkill in Dutchess County and returned to Putnam, more than 30 minutes end to end. Stop sticks flattened the van's tires on Route 311, and the Grappler ended the run. Frank Commisso, 35, of Newburgh, and Hilary Rampe, 39, of Walden, face charges including larceny and criminal possession of stolen property, and both were released without bail after arraignment in Patterson. The device was bought with asset forfeiture funds, at no cost to taxpayers.

What is the Putnam County charter question behind the October 29 hearings?

A proposed amendment, Reso #262, about how hard it is to override a budget veto. Overriding the county executive's veto currently takes a two-thirds vote of the legislature. The amendment would let a simple majority of the whole legislature do it, but only for budget items the legislature has already voted to strike or reduce in the tentative budget, and the county's notice sends the question to voters for final approval, so it lands on a ballot. Public hearings run at 3:30 and 5:00 p.m. on Thursday, October 29, in Room 102 at the County Office Building, 40 Gleneida Avenue in Carmel. Written comments can go to the Legislature's office at Room 318, 40 Gleneida Avenue, or by fax to (845) 808-1901.

AI Corner: one plain-English AI thing, every issue

This week: ask an assistant to explain the county charter question before the October 29 hearings.

On Thursday, October 29, the county executive holds public hearings at 3:30 and 5:00 p.m. in Room 102 at 40 Gleneida Avenue in Carmel on a proposed amendment to the Putnam County Charter. Overriding the county executive's veto of a budget item takes a two-thirds vote of the legislature today. The amendment would lower that to a simple majority for items the legislature already voted to strike or reduce, and the county's notice says the question goes to the voters for final approval.

To get ready, pull the Reso #262 notice from putnamcountyny.gov/notices-laws, paste the text into any assistant, and ask what changes for taxpayers. The catch is that assistants summarize legal text loosely, and this one ends up on a ballot, so check any answer against the suggested proposition wording printed in the notice itself before you repeat it or vote on it.
