Mornings stay warm all week. Today runs mostly sunny with a high near 72 in Carmel on a light west wind around 3 mph, and tonight drops to about 58 under mostly cloudy skies. Thursday climbs to 75, Friday touches 80, and no watches or warnings are posted for Putnam this morning.
The one flag sits on Friday: a slight chance of an afternoon shower, 19 percent in the forecast, before rain chances rise a bit Friday night. Saturday answers with sun and a cooler 68, Sunday holds 63 with another slight shower chance, and Monday opens the new week mostly sunny near 63. Mahopac runs within a degree of Carmel throughout.
Two things worth your time. The county's 2027 tentative budget becomes public this week, with review copies at the Clerk's Carmel office starting Thursday and the full document online by Friday evening, and the Budget and Finance Committee holds its public hearing Monday at 8 PM. Carmel's Recreation Advisory Committee also meets October 7 and wants residents in the room.
The questions Putnam searches this week, answer first, source after.
Why did police swarm Barrett Hill Road in Lake Carmel on Tuesday?
A camera sighting, not a crime. Around 1 p.m. Tuesday, Kent Police took an emergency report of an unidentified man seen on camera carrying what appeared to be a firearm near Barrett Hill Road, and the call brought out the Sheriff's Office, Carmel Police, State Police, NYC DEP police, Westchester County police and Putnam emergency services crews on top of Kent's own officers. Students at three Carmel district schools, Kent Elementary, Kent Primary and George Fischer Middle School, sat in lockdown while officers searched. The man was located and investigators determined he posed no threat: he was a resident target practicing in the woods behind his property, with a teenager along. The Sheriff's Office lifted its warning to avoid the area the same afternoon.
The state comptroller's new scoring says yes, and the town's own supervisor is not arguing with the diagnosis. Thomas DiNapoli's office grades local governments outside New York City on fiscal stress twice a year, and the newest round put Kent among 15 stressed governments statewide, a group that holds eight cities, six towns and one village. Supervisor Jaime McGlasson thanked the comptroller for the concern and pointed at years past: former administrations did not raise taxes for years and skipped hiring a full-time accountant, so the town is catching up on paperwork. Her stated priority is restoring Kent's fiscal health without raising taxes so sharply that residents cannot afford them, and she said the town does not plan to close this year's budget gap with its fund balance.
Where does the 2027 Putnam County budget stand this week?
It gets real on Monday. The Budget and Finance Committee holds its public hearing on the tentative budget Monday, October 5, at 8:00 PM at the Historic Courthouse on Gleneida Avenue in Carmel, or right after the county executive's budget presentation to the committee ends. The document itself lands first: review copies sit with the Clerk of the Legislature in Room 321 at 40 Gleneida Avenue during business hours starting Thursday, October 1, and the Finance Department posts it online by close of business Friday, October 2. The hearing is the built-in moment to speak, and the numbers adopted this fall set county taxes for 2027.
What is happening with the Brewster Theater in Carmel?
A theater company with a quarter century of shows and no home of its own got closer to one. The Carmel Planning Board granted conditional site plan approval on September 23 for the Brewster Theater Company to turn the former Flory Kaye's Tea Room building at 69 Gleneida Avenue into a theater of roughly 100 seats. Two items remain before the approval is final: parking relief from the Zoning Board of Appeals and an accessible-parking plan worked out with the town Building Department. Parking drove most of the delay, since town code asks for 57 spaces and the property holds 11; the company counted more than 60 public spaces within two blocks and told the board most shows would run Friday and Saturday at 7:30 PM and Sunday at 2 PM, when nearby lots empty out. Until the doors open, productions stay at Drew United Methodist Church.
Today is the easy driving day of the week: dry, mostly sunny, wind light around 3 mph, and no advisories posted for Putnam as of this morning. The soaked ground from the weekend storm keeps the usual low spots along Routes 22, 301 and 312 soft at the edges, but the next rain chance holds off until Friday, so the morning runs clear.
No Putnam-specific rail notes this morning. Check mta.info for the Harlem Line out of Brewster and Southeast before you travel, since construction notices land there first.
AI Corner: one plain-English AI thing, every issue
This week: let AI sort a board debate before you pick a side.
The Carmel school board is weighing bus GPS, and the split is real: parents want to see where their child's bus is, and most trustees worry about handing that live location to everyone. Paste the coverage into your AI chat and ask for each side's strongest argument and the tradeoff it rests on. Then read the answer against the source, because the summary only knows what the article knew.
That is the habit: let the machine sort the arguments, keep the judgment yours.
