The Lead

Sprinkles this morning, then a dry stretch builds to Friday showers high near 74 today, 82 Friday before the rain arrives, no alerts posted (2 min)

A chance of sprinkles hangs on through 11 a.m., then Putnam dries out under mostly cloudy skies. Carmel tops out near 74 today on a light southwest wind around 3 to 6 mph, tonight falls to about 62, and no watches or warnings are posted for Putnam this morning.

The week runs dry until Friday: mostly sunny and near 82, with a 30 percent chance of showers after 2 p.m. and the same chance carrying into the evening. Saturday answers with sun and a cooler 68, Sunday holds 64 with rain chances returning, and Monday opens the new week mostly sunny near 67. Mahopac runs within a degree of Carmel throughout.

Two things worth your time. Legislators rejected the proposed one-year county tax timeout Tuesday, and the SPCA’s month-long Great Giveback starts today at Reed Memorial Library in Carmel.

The questions Putnam searches this week, answer first, source after.

Did Putnam lawmakers vote down a year without county taxes?

They did, on a 7-to-2 vote at Tuesday’s Budget and Finance Committee. Chairman Dan Birmingham pitched skipping county taxes for one year, a "tax-levy timeout," pointing at the county’s $191 million fund balance. Colleagues pointed at Rockland County, which suspended taxes in 1987 and four years later had to eliminate nearly 300 positions to climb out. Amy Sayegh of Mahopac called Rockland’s outcome a disaster and said she supports gradually lowering property taxes instead of pausing them for a year. Tommy Regan of Southeast noted the county’s largest taxpayers, New York City with its watershed land and the utility companies, would have gained the most. Nancy Montgomery of Philipstown, the board’s lone Democrat, would rather expand the gas-tax collection pause and extend the exemption on clothing and footwear under $110 before it expires in March. County Executive Kevin Byrne wants that exemption permanent.

What is the Putnam SPCA Great Giveback and what does it need?

A month-long supply drive that starts today, and the answer to the second half is specific. SPCA Chief Ken Ross says donors can drop cleaning supplies, office and operational items, gasoline gift cards and monetary donations at Reed Memorial Library in Carmel, and the agency does not want pet supplies: no blankets, beds, cat litter or toys. The context behind the ask is volume: the SPCA has logged more than 2,000 blotter entries through the first nine months of 2026, a 14 percent jump over the same stretch of 2025, its busiest year on record.

Who owns The Putnam County Press and Times now?

A nonprofit foundation, and the papers told readers themselves this week. Editor Holly Crocco announced in Wednesday’s editions that the Whipple Foundation for the Preservation of Putnam County bought both Mahopac-based weeklies earlier this year for an undisclosed amount. Crocco has run the papers since 2011 and kept them publishing after longtime owner Don Hall died in January 2022. The new owner, Garrison resident George Whipple, is a lawyer, TV journalist and preservationist. The announcement came with a disclosure worth knowing: the same issue reported on a lawsuit alleging Kevin Byrne’s campaign accepted $7,805 from Whipple, over the $3,639 election-cycle limit, and the campaign treasurer said all ten over-limit contributors received refunds. The papers are taking donations through a new fund at the Community Foundations of the Hudson Valley.

Where does the 2027 Putnam County budget stand this week?

The document reaches the public in the next two days, and the hearing follows Monday. Review copies of the 2027 tentative budget sit with the Clerk of the Legislature in Room 321 at 40 Gleneida Avenue during business hours starting today, and the Finance Department posts it online by close of business Friday, October 2. The Budget and Finance Committee then holds its public hearing Monday, October 5, at 8:00 PM at the Historic Courthouse on Gleneida Avenue in Carmel, or right after the county executive’s budget presentation ends. That hearing is the built-in moment to speak, and the numbers adopted this fall set county taxes for 2027. Tuesday’s tax-timeout vote is the first round of that argument.

Roads & Rails

Damp morning edges, then a dry run into Friday no advisories posted, showers hold off until Friday afternoon (1 min)

Watch the first half of the morning commute: a chance of sprinkles before 11 a.m. can keep pavement damp on Routes 22, 301 and 312, and last weekend’s storm still has the usual low spots soft at the edges. After 11 the air dries out, wind stays light at 3 to 6 mph, and no advisories are posted for Putnam as of this morning. The next real rain waits until Friday afternoon.

No Putnam-specific rail notes this morning. Check mta.info for the Harlem Line out of Brewster and Southeast before you travel, since construction notices land there first.

AI Corner: one plain-English AI thing, every issue

This week: let AI build your flu-shot shortlist.

Putnam runs two walk-in flu clinics this month, Garrison on October 7 and Carmel on October 19, and each has its own signup page. Paste both clinic listings into your AI chat and ask it to compare dates, locations and travel time from your road, then hand you one recommendation. Double-check the date and address against the county page before you drive, because a chatbot can mix up numbers it read quickly.

That is the habit: let the machine sort the options, keep the judgment yours.

Reply with questions; they become future AI Corners.
